Observances: Containment and time will solve most issues

The Micawber Principle from David Copperfield says something will always turn up to solve a problem. The modern day interpretation is “the seemingly improvident assumption that a problem postponed long enough is, effectively, a problem solved”.

No one wants to pay today for some benefit that is decades in the future. In the meantime something may show up to solve the problem and the pain would have been for nothing. Democracy generally works best in a crisis as exemplified when western democracies stood aside as Hitler built a war machine in the thirties that could have been stopped when he marched troops into the Rhineland.
